Okay, Imperial Assault is listed on the Wiki areas list, but not in the in-game area list. Is it open or closed to the public?

I closed it a few weeks ago.

Imperial Assault was lost in a HDD crash several years ago. The version we have now is an early one, minus all the balancing work I had done. For this reason, Imperial Assault has been closed. It's had a few changes made to it recently, however, and has been subjected to a little playtesting. When it reopens, Echo base will feature 'real' starships, too.
